Job Description

Oversees field operations and acts as liaison with external and internal land development personnel.  Creates opportunities that fit/improve company’s land development strategies and understands current market trends as they relate to land development and homebuilding.  Administers various contractor/consulting/municipal contracts which provide for, and relate to, the approval and development of residential properties.  Must have ability to negotiate, develop and execute schedules/budgets and deliver within financial and time requirements, overcoming barriers and constraints.  As a Division team member, the VP of Land Development is also responsible for providing a premier customer experience by ensuring timely lot deliveries, superior communication and actively participating and working with the team on customer focused improvement initiatives.

• Responsible for overall performance of Division’s land development operations to ensure that annual operating objectives and profit targets are met within pre-agreed capital utilization and risk parameters
• Recruit, hire, train and lead associates as necessary
• Evaluate and monitor performance of Land Development personnel
• Responsible for issuance of bonds and sureties; extensions, renewals, terminations and retrieval of all forms and types of guaranties in use by the Division.
• Participate in preparation of land acquisition packages “Greenbook” for Corporate Investment committee approval
• Oversee projects from submittals through permit approvals, construction, record plat, final certification/bond release and community turnover
• Responsible for the successful delivery of new communities and new phases of existing communities through coordination of outside consultants, trades, vendors and suppliers and the use of construction schedules, contract documents, land development budgets, environmental studies, geotechnical reports, engineering and architectural construction plans and permit compliance reports;
• Must ensure timely and accurate design and installation of all land development improvements including but not limited to grading operations, water and sewer services, dry utilities, paving and sidewalks, hard & softscapes for entry(s), amenities and common open space and offsite improvements as required;
• Coordinate entitlement and budgeting, RFP’s, trade negotiation and contracting in conjunction with third party land consultant for external or solo for internal development deals;
• Responsible for NPDES and SWPPP management and compliance during development activity in all communities;
• Observes all safety standards and participates in the Company’s efforts to provide a safe work environment
• Must have working knowledge of and ability to apply land use requirements at local, state & federal levels
• Lead, coach, mentor and manage individuals and team to ensure top performance of all team members in achieving desired results while finding efficient and effective solutions that create overall organizational value.
• Provides leadership to various intra-departments to ensure timely and smooth coordination of project(s) between field, sales and the Ops team;
• Evaluate, monitor and manage performance of outside consultants;
• Ensures that contract and other commitments are maintained with contractors/consultants/trade partners and that all remain in compliance with approved policies, procedures, ethical standards, applicable laws and regulations;
• Establish and continuously improve relationships with developers, contractors, consultants and governing authorities;
• Oversee site improvement bidding and bid selection leading to land development contract negotiations
• Responsible for value engineering during the design process to reduce improvement/development costs without sacrificing quality;
• Exercise initiative and achieve objectives with minimal supervision, but effectively communicate budget status, progress of projects, approvals/recording and pertinent issues affecting completion;
• Work with Construction to ensure homesites are delivered to minimum standards and specifications as defined by approved construction plans, contract documents or site/product specifics;
• Critically review site, engineering plans, final plats, post-construction asbuilts and timely deliver documents (and revisions) to Division office, Sales and Construction;
• Negotiate utility extension agreements and make arrangements for timely delivery of electricity, gas, telephone, CATV, fiber optics, etc.
• Work with external and internal land teams to maximize cash flow and provide creative alternatives for cash flow and margin improvement. 
• Provide superior communication and process to ensure efficient and seamless operations between Land & Construction
• Support Division and department goals and objectives;
• In all interaction with customers, execute patience, enthusiasm, and superior communication.  Should customer issues arise, work with team members to achieve a timely and satisfactory resolution

• Minimum High School Diploma or equivalent required
• Bachelor degree in business administration, engineering, accounting, finance or similar program preferred;
• Minimum 5 years of experience in Land development;
• Minimum 5 years of experience in management role;
• Intermediate to advanced skills in computer literacy, including word-processing, spreadsheet analysis, project scheduling and data management software;
• Ability to communicate effectively and concisely, verbally and in writing;
• Must exercise initiative and achieve objectives with minimal supervision;
• Must be detail-oriented and a problem-solver able to deal with complex situations;
• Ability to handle and resolve conflicts;
• Ability to build and motivate highly effective teams;
• Ability to effectively solve problems while maintaining positive team relations;
• Valid Driver’s License and good driving record;
• Valid auto insurance coverage required.
