The VP of Forward Planning will manage forward planning personnel, site purchasing/contracting personnel and site development field managers in the entitlement, contracting and site development of communities. Formulate and direct forward planning to orchestrate execution of community design and approvals. Assist Land Acquisition in analyzing land opportunities relative to infrastructure needs, environmental issues and site feasibility.

Your Responsibilities on the Team 

Due Diligence

  • Provide analysis for the acquisition of land relative to environmental issues, title, infrastructure needs, political climate, construction times, costs and site feasibility- support feasibility analysis process.
  • Determine pre-closing agreements and conditions required to minimize land development risk.
  • Create site plans, preliminary architecture designs, detailed improvement cost estimates, risk assessments and summary reports.

Entitlements

  • Pursue and obtain all governmental approvals to allow the intended development of property, including General Plan Amendments, Specific Plan Approvals, PRD’s, PDP’s Development Agreements, Zone Changes, Annexations and tentative and Final Map Approvals.
  • Successfully negotiate with School Districts, U.S. Fish and Wildlife, Coastal Commission, Army Corps of Engineers, FEMA and other government agencies.
  • Resolve third party agreements, including adjacent property owner agreements.
  • Represent the company at Neighborhood meetings to present proposed community plans to adjacent property owners.
  • Represent the company at City Council meeting and Planning Commission meetings
  • Coordinate outside project consultants and internal project management staff in entitlements and land development efforts.
  • Supervise the preparation of acquisition feasibility packages, including product recommendations site-budget analysis and risk mitigation measures.
  • Supervise the development of architectural, engineering and landscape design architecture.

Forward Planning / Project Management

  • Manage forward planning/ project management personnel, including project managers and administrative staff
  • Formulate and direct consultant team members to orchestrate execution of community design including landscape architects, civils engineers, soil engineers, environmental scientists and other professional .
  • Regulate the design and approval of communities on schedule and within budget.
  • Work closely with the operations department on land development issues.
  • Oversee the implementation of design during the construction and sales.
  • Create legal documentation to incorporate the Homeowner Associates, resolve site specific constraints and determine sales disclosures.
  • Coordinate DRE approvals to obtain White reports.
  • Represent company on Homeowners Association board of directors.
  • Co-responsibility for Land Development Budgets and budget cost control with purchasing department.
  • Responsible for the coordination of design consultant activities and contracts.
  • Responsible for community development bonding and bond releases.
  • Coordinate compliance with conditions of maps and occupancy.

Site Construction and Purchasing

  • Manage purchasing personnel
  • Maintain summary cost and budget information on all communities.
  • Manage site construction managers and ensure appropriate personnel coverage on all sites
  • Oversee SWPPPs and NPDES requirements.

Requirements

  • Bachelor’s degree in business administration, engineering, accounting, finance or similar program
  • Minimum 5 to 7 years of related experience including home building experience
  • Advanced PC skills, including the use of excel
  • Must be able to read, understand and evaluate civil engineering / development plans
  • Intermediate to advanced skills in computer literacy, including word-processing, spreadsheet analysis, project scheduling and data management software
  • Ability to communicate effectively and concisely, both verbally and in writing.
  • Must exercise initiative and achieve objectives with minimal supervision.
  • Must be detail-oriented and a problem-solver able to deal with complex situations.
  • Ability to handle and resolve conflict
  • Ability to build and motivate highly effective teams
  • Ability to effectively solve problems while maintaining positive team relations
  • Valid driver’s license and a good driving record required

Physical & Office/Site Presence Requirements

Able to work in excess of eight hours per day in the confined quarters of a construction trailer, the ability to operate a motor vehicle, climb stairs/ladders, bend, stoop, reach, lift, move and/or carry equipment which, occasionally operate construction equipment. Able to sit at a computer monitor for extended periods of time to complete paperwork, meet with trade partners, and receive/return phone messages.  Must be able to work in construction environment under all weather conditions. Finger dexterity may be required to operate a computer keyboard and calculator.
